Can't delete a published assessment in Samigo with submissions.

Description

If you try to delete a published assessment in Samigo you are brought to the submissions page but does not allow you to remove submissions.

We should make it so that it just deletes all of the submissions when you click that button (after a confirmation of course).

On Sakai 20 and up, the soft delete option works when an assessment has submissions. Those submissions are restored if the assessment is restored. 

On 19.6/19.x (https://qa19-mysql.nightly.sakaiproject.org/, build 048a8c03), it still gives the message that you must first remove all associated submissions.

Softly deleted seems to be the best choice here, with the option for an Admin to hard delete.

There maybe a use case that a tool that has student content associated that an institution may still want removed, but this should be restricted to an Admin user minimally.

I'm lowering this back to critical as I'd made it a blocker back in 2016. I agree that permanently deleting student submissions with one click is not a good idea, possibly not even if admins could do that. It seems like soft delete is the only real solution.

Looking back at this jira, I realized that the proposal on the table here is to PERMANENTLY DELETE all student submissions when an assessment is deleted. Please do NOT make a pull request to that effect. Permanent removal of student work is not good and the last thing we need are additional ways for instructors to accidentally destroy data with no possibility of retrieval.
