We have local enhancement for removing published assessments. For out of box, the published assessment can be removed after you you hit the confirmation button as per screenshot.
We added conditional remove for published assessment – only can remove when there is no submissions in the test. The alert msg at remove attempt when submission(s) is available will be: "In order to delete this assessment, you must first delete all submissions associated with it." To avoid instructor accidentally remove test with submissions, they have to go back and manually remove all the submissions (Using the feature added in https://sakaiproject.atlassian.net/browse/SAM-1074#icft=SAM-1074) and then come back to be able to remove the test.
This could avoid published assessment being removed accidently while there were already student submitted their test.
