Can't delete an assessment with no visible submissions

Description

When attempting to delete a published assessment with no visible submissions, the following message is received:

"The assessment ___________ has submissions. In order to delete this assessment, you must first delete all submissions associated with it."

The instructor has actually used the "view site as student" feature and submitted the assessment as a a student. This submission attempt cannot be deleted in the UI and must be removed in the database.

Steps to reproduce:

  1. Publish any assessment

  2. As the instructor, use the "view site as student" feature and take the assessment

  3. Exit student view

  4. Attempt to delete the assessment

  5. See message indicating that submission attempts need to be deleted before assessment can be removed

  6. Choose "Remove Submissions"

  7. No submission attempts are visible in list of students

Any updates on this issue?  Instructors are still unable to delete assessments with submissions from users who are no longer in the site.

We have verified that this issue persists in trunk code.

We have verified it in https://trunk-oracle.nightly.sakaiproject.org

We have added the corresponding label in "Affects Versions"

Sorry for my late response, I was on holiday. Sorry I have not developed the *Remove Anyway* option due that it was only an altenative suggestion for this PR. I will try to develop it as soon as I can after closing some important local tasks.

Anyway you are able to remove a published assessment with submissions by setting to 2 the STATUS field from the published assessments table (SAM_PUBLISHEDASSESSMENT_T). Regards,
