Yes, I think the soft delete of assessments makes this Jira a non-issue. We can close it.

No, I don't think T&L has discussed this one. We usually add the "TLReviewed" label and a comment summarizing the discussion after reviewing an issue. However, I agree with Tiffany that this may no longer be needed.

I don't think this is needed anymore. Now that all assessments can be softly deleted and restored from the trash, there's no need to delete the submissions before deleting the assessment.
The feature added in allows you to delete a submission, but you have to click on each individually, wait for the page to refresh and click again. This can be really time consuming in a class with a lot of students or submissions. I think this really should be a checkbox field that allows for multiple deletions (with the same confirmation) rather than one at a time.
