It's not documented because what I did is quite straightforward, just applying the individual revisions for kernel-1.0.x of these JIRAs. In any case, I offer my help if somebody has any problem with this issue.

My advie would be to migrate to 2.7 when it's released.
Is custom-building with your own kernel documented somewhere, in case someone else wants to do like you did?

No, I didn't. I think that all the outstanding people know that this JIRA is not completed neither is not merged in kernel-1.0.x, so I suppose that it must exist a good reason for not to do it.
Applying the four KNL patches solves the issue, or that's what it seems, so it's ok for me.

This issue is not solved still in kernel 1.0.x (so it isn't neither in Sakai 2.6.x) and the attempt to fix it only with this JIRA's patches doesn't work. Only the pages titles are translated.
By Beth's advice, I have achieved this functionality in our 2.6.2 by applying the next JIRAs (I have done it in this order):

This is one of the most demanded functionalities by the not english speaking universities, specially the bilingual ones. I think that it should be merged into kernel-1.0.
Following up on the work described in SAK-7311, tool titles and page titles should be displayed according to the language/locale defined in user preferences (not just at configuration time).
Additionally, some thought should be given to a distributed rather than a centralized system of localizing tool/page titles. Something that is part of each tool, and is controlled at the tool level.
