Site configuration allows duplicate Home Pages in different languages

Description

If a worksite is created with one preferred language (e.g. English), and later edited with a different preferred language (e.g. French), a Home page can be created in both languages. This is because the Home page is a "special" derived page/tool. This issue was created as a followup to work done in SAK-7310, and may be fixed by work being done in SAK-8908.

I couldn't repeat the problem on nightly build.
