Using French causes duplicate tools to be listed in sites

Description

Tools will be listed multiple times in the left toolbar or will be missing.
For example, the Home tool will be listed 3 times and other tools will be listed once or twice.
Occassionally, tools that are added to the site will not appear at all.
The fix for this appears to be to remove the tool that is appearing multiple times and then add it back in (this works most of the time). Unfortunately, sometimes the only way to fix the problem is to remove the entire site.

Multiple home pages through adding other tools where Home is not named "Home" in the maintainer's preferences L10n does not happen anymore.

Checked in Dutch because of L10n problems in French. Tom, feel free to open another Jira about your 23-Apr-2007 comment regarding this.

This works on Sakai (tags/sakai_2-4-0_QA_013) - Server qa1-uk and qa1-us (svn tags/sakai_2-4-0_QA_013) using Oracle.

I've created a new issue (https://sakaiproject.atlassian.net/browse/SAK-9719#icft=SAK-9719) to address the problem Jean-Francois describes (which was also described as an outstanding issue in this report in December 2006).

Zhen, I think the issue is not related to a particular langage. If you create a home page in French, and switch the langage, the system doesn't recognize this page as a "Homepage" anymore and offer you to create a new one.

The patch you're referring to must be SAK-7311. This is more a unidirectional patch: if your system is in french and you create a new site, all your pages names will be in french. That's because the site-manage-tool possesses the default tool names in the target locale at creation time.

The next step to this mecanism is SAK-8908, that I'm currently working on and it don't think it will be resolved for 2.4. It's much more complex, because users can rename pages name (not tool names) at will, for every site. I can't use blindly properties files for that.

Tested on multiple browsers and on multiple servers and versions of Sakai, only happens when the language is set to french (the problem does not happen when the language is set to english)
