My Workspace pages & tools do not respect system or user locale preferences

Description

My Workspace tools do not respect the default system locale (defined at boot time) – other worksites will define it's pages/tools with the current locale preference (e.g. user or system locale). My Worksite pages/tools need to be localized as well.

Klugey workaround is to edit the !user site (Administration Workspace -> Sites -> !user -> Pages) and edit each of the default MyWorkspace page & tool titles with the translated page & tool title.

Merged site and sakai-mock fixes to 2.5.5 branch; tool fix was included in the original creation of the 2.5.5 branch.

Note that this has also been fixed in the 2.6.x release, within the Kernel 1.0.1 release (see ).

This fix was apparently only necessary (and only merged) for 2.5.x, so eliminating extraneous fix versions.
