Tool names doesn't change when setting language preferences to English

Description

If you change user preferences to English tool titles doesn't change. I attach the patch for sakai 2.7 beta.

Now it's easier for English deployments to change tool registrations, they only have to change config instead of changing the registration within each tool. Isn't this a fix?

This is also needed to get good output on the i18n dashboard (http://qa1-nl.sakaiproject.org/international/).

By merging this to the 2.6.x branch the behaviour has changed for all English language deployments in that now the config overrides the tool registrations - which it didn't in the brach
