Page/Tool Titles don't respect language/locale preferences (only when english is not the default locale)

Description

This problem was discovered in trunk, but likely exists in earlier versions. If the default locale for sakai is a non-english locale (e.g. Spanish), the page/tool titles do not respond to a locale change specified by user preferences.

In the attached image, the text in the yellow box is in English (the user selected language/locale), but the text in the orange box is in Spanish (the default language/locale).
