This workflow could be accessed in various contexts across Sakai.  You can imagine I might want to give people access to an assignment, a file, event, page, calendar, etc.  If it's obvious that a group is being created (and it is not just about giving access) then the first screen should be skipped and user sees the screen with 'group name' field and 'advanced group creation' link.
