Per Chris's comment, I will close this JIRA since it is no longer an issue. We can always reopen in the future if need be. Thanks.

Per Mark’s request, looked back at the test results from our Sakai 22 testing and don’t believe this is still an issue. According to the Sakai 22 VPAT, there were two links on the Gateway page which had insufficient color contrast, but those were fixed with SAK-49519.

As reference, in the Sakai 22 VPAT report, WCAG Success Criteria 1.4.1 - Use of Color states, “This criterion is supported. There are no instances where insufficient color contrast is preventing users from distinguishing links from the surrounding text.”
