Per Chris's comment, I will close this JIRA since it is no longer an issue. We can always reopen in the future if need be. Thanks.

Per Mark’s request, looked back at the test results from our Sakai 22 testing and don’t believe this is still an issue. According to the Sakai 22 VPAT, there were two links on the Gateway page which had insufficient color contrast, but those were fixed with SAK-49519.
As reference, in the Sakai 22 VPAT report, WCAG Success Criteria 1.4.1 - Use of Color states, “This criterion is supported. There are no instances where insufficient color contrast is preventing users from distinguishing links from the surrounding text.”

[Issue]
"X" icon provided on the chat dialog, does not provide sufficient color contrast.
[User Impact]
With this contrast ratio users with low vision, users who are color blind, users who see the page without color might not be able to view this icon.
[Expected behavior]
Developers must ensure that they provide sufficient contrast ratio between foreground and background text colors to meet WCAG 2.0 requirement of 4.5:1 or more.Developers can use the following link to check color contrast ratio:
