Ensure link text provides sufficient contrast - Current User Menu

Description

The main navigation of the environment provides a control to expand a menu of options for the currently logged in user. However, once the links in this menu feature text styled in the color blue (#5294D2) displayed against a tan (#F8F8F8) background. The contrast ratio betweeen the foreground and the background color is 3.03:1.As per WCAG, text less than 18 point or bold text less than 14 point must have a luminosity contrast ratio of 4.5:1 or more. I have introduced a darker alternative blue to appear on grey and satisfy colour contrast requirements to fix the link colour contrast in the User menu for WCAG and accessibility.

The links are now a slightly darker blue that can be used elsewhere in Sakai when the blue appears on grey.
