The current colour code for the primary blue in Sakai is: #2a94c0

I propose we change to a slightly darker blue (#247fa6), which passes the minimum contrast ratio with white with a ratio of 4.51:1.

For cases with the blue on grey, we'll have to create another blue to handle those situations. I'll investigate that blue in https://sakaiproject.atlassian.net/browse/SAK-31612#icft=SAK-31612
