The contrast ratio between the foreground and the background color is 3.45:1.As per WCAG, text less than 18 point or bold text less than 14 point must have a luminosity contrast ratio of 4.5:1 or more. Text 18 point or larger or bold text 14 point or larger must have a luminosity contrast ratio of 3:1 or more

The current colour code for the primary blue in Sakai is: #2a94c0

I propose we change to a slightly darker blue (#247fa6), which passes the minimum contrast ratio with white with a ratio of 4.51:1.

For cases with the blue on grey, we'll have to create another blue to handle those situations. I'll investigate that blue in https://sakaiproject.atlassian.net/browse/SAK-31612#icft=SAK-31612
