Ensure link text provides sufficient contrast - Left Tool Menu - Current Tool

Description

The left hand side navigation of the environment provides a series of links that can be used to navigate to pages of content. The currently active link displays text styled in the color blue (#5494C0) displayed against a white (#FFFFFF) background. The contrast ratio between the foreground and the background color is 3.29:1.As per WCAG, text less than 18 point or bold text less than 14 point must have a luminosity contrast ratio of 4.5:1 or more. Text 18 point or larger or bold text 14 point or larger must have a luminosity contrast ratio of 3:1 or more.

The current colour code for the primary blue in Sakai is: #2a94c0

I changed it to a slightly darker blue (#247fa6), which passes the contrast ratio with white of 4.51:1, in SAK-31613. The darker blue is used by the tool menu, so fixes this issue ().
