Ensure link text provides sufficient contrast - Tool Title Nav Links

Description

The "Link" and "Help" links are Sakai blue on grey that does not have high enough colour contrast to meet WCAG Level A.

Restyle these buttons to increase the colour contrast. Also remove the link's underline, as the rest of the link is styled as button.

Check colour contrast of blues on the "Link" and "Help" buttons that appear at the top of tools throughout Sakai with http://webaim.org/resources/contrastchecker/ to make sure they pass WCAG AA

I've tested on Sakai - 11.3-RC01 2017/02/10 in https://qa1-us.nightly.sakaiproject.org/portal Styles seems to be applied correctly to 11.

I have standardized the colour of the toolTitleNav links to match the navIntraTool tabs and to address the accessibility of links' text colour contrast with their background colours. I've also removed the links' underlines from these tabs and buttons.
