Is there a reason for the Lock icon being navigable? I don’t see a reason as it is not interactive.

Rubrics and Statistics tools showed in italics, with lock symbol on the right by default.

@Austin that makes sense for course sites, but the realm permissions already control visibility of data in the tools. If the user role lacks the sitestats.view permission, they can't see the Statistics tool whether or not the instructor inadvertently makes it visible.

I can imagine a use case where someone using a project site might want to allow members of the site to see statistics, for example, if they are working on a joint project and don't want to give everyone full administrative perms for fear that a member might inadvertently delete certain content.

perhaps instructors shouldn't be given the option to make tools like rubrics and statistics visible to students. they should alway remain locked and can't be unlocked or visible
