If an instructor uses Site Info - Tool Order to hide or lock a tool, the icon on the left should reflect the status. Currently, it gives the hidden icon for locked and hidden tools, which can cause confusion.

I have had multiple instructors think they had hidden a tool (primarily Resources), when they really locked it. This caused a lot of problems in the class. They didn't think to check the tool status because it showed them the hidden icon they expected. If hidden and locked are two different statuses for tools, and serve two different purposes, the icons shown to instructors should reflect the tool's actual status.
