Fleshing out Submission Allowance, Grading, Feedback Access

Move Submissions from "Availability and Submission" menu to this menu since it's best to have submission allowance and recorded grading options on the same screen. Renamed "Submissions" to "Submission Allowance".Add ability to set score to non-submissions at Settings level versus on Total Scores page based on comments from Roger Henry (Indiana): " The time when (I would say) most faculty decide the penalty for non-submission is during the setup. Why force people to wait till after the submissions come in? For Samigo, the normal expectation is that we’re setting this assessment up to grade automatically. For the most part, there’s no expectation of a grading process to follow the submission of the assessment. The more correct presumption would be that instructors would set the penalty for non-submission during setup of the assessment, not after the hard due date."

-Goal: re-group existing menu items into the 4 proposed panels, keeping existing logic for the most part

-I decided to use radio buttons rather than pulldowns since there aren't too many selectable items per panel; all would display above the fold and radio button selection would save user one less click

-What feedback components students can see while taking assessment vs. after submitting

• Assessment's total possible point value (if unchecked, then point value does not show up when user clicks "Table of Contents" - this label should probably change as well. Suggestions?)

• Part's/Question's total possible point value (if unchecked, then question's total possible score does not show up on the questions' page and part's/question's total possible values does not show up on "Table of Contents" page). This is attempt to address feature request SAM-1117 (https://jira.sakaiproject.org/browse/SAM-1117)

-Modified "Feedback will be displayed to the student at a specific date" to support restricting time limit for students to view feedback components. Took into account Roger Henry's suggestion of students can see "this, then this" vs. students can see "this, then nothing"

-Some label changes
