I have tried back porting the R2D2 changes to ctools 2.9P candidate build. Following are the modules need to patched, with the new content branch from r309539:
kernel, reference and velocity
A couple of merge conflicts to solve, but otherwise a low risk, self-contained merging.

Suggested plan of action:
1. Create branch of content module at r309539
2. Build against CTools/Sakai 2.9
3. Generate list of dependencies and assess effort/risk of backporting those dependencies
4. If low cost + low risk, continue with backporting and merging for CTools 2.9
