PermissionException should extend SakaiException

Description

In KNL-912 a nice refactor of the Exception hierarchy was done, but it seems Permission Exception was overlooked.

Merged both of the changes to 10.x.

Fix so that we still return a good message from getMessage() on PermissionException. (Revision 306153)

And it broke my test I've fixed it up and will put the fix to the test on this ticket as well. Maybe this was why it wasn't included in the first place.

Make PermissionException extend SakaiException.

This should probably have been in the original commit that introduced SakaiException but got missed. (Revision 306142)
