Clean up events in samigo to remove camel case and improve consistency

Description

SAM-1947 added camelCase events to Samigo which don't match the other events in Samigo or in the rest of Sakai. These should be converted.

Additionally the existing events should be moved into this new SamigoConstants file.

Whether to merge this into 11 branch or not will leave up to the 11 branch manager.

By default won't merge into 11, but might be necessary for dependencies of other issues.
