Restoring Nightly/SVN-Trunk as a Fix Version. This issue was resolved in trunk, however, it did not end up in the 2.4 branch.

this feature deferred until 2.5 - not a factor now since the rollback to 2.3.

Reopening due to rollback of Assignments to 2.3.
Need to check this in again if needed for the 2.4+ tag that will be created

Given the roll back of Assignments to the 2.3.x version, updating any assignment 2.4 fix version to nightly so the release notes are accurate
If the instructor has allowed "unlimited" resubmissions or any number of resubmissions other than 0, a student has no way to resubmit the assignment or edit their submission before the instructor grades and returns the assignment.
ALSO,
after the assignment is returned, the when the student clicks on "resubmit", they get an "Alert: Someone else is editing this submission." error message.
