Drop Box sends multiple incorrect emails on uploads

Description

Resources drag-and-drop notifications were added in SAK-27928

There is also a notification from the "Upload to multiple Drop Box folders" option in kernel.

The SAK-27928 notifications seem to add a transient notification listener for each notification resulting in multiple incorrect notifications

Wasn't sure where this was actually fixed (fix version = 20 and please merge is also set for 20):

Testing passed on both servers. Please merge for 20 should be removed, I think, so set it to None.
