Assignments: 24-hour email reminder is not internationalized

Description

The email reminder sent in SAK-40544 has hard-coded strings and is not internationalized. The strings should be added as message bundles or the email should use the email template service.

I don't see a spanish translation for "email.reminder.duewithin". I due see a trunk translation for tr_TR which I believe is Turkish

This fails on both trunk and 19.3. See attached screenshots.

Any reason to specify a date format here? Why not just use a pre-defined format?

I'm working on this now.  Assuming that as with SAK-40803, the email should be in the language specified in the user's preferences.
