We reviewed this in the Sakai UX call today.

The functionality to rearrange the widgets on the page is an abstraction of the actual change. If the movable widgets better represented the actual widgets and design of the page (rather than a row in a table), then the Manage Overview page could be more intuitive.

There were concerns about the arrows too: a drag-and-drop option would be useful too, while still having a representative and accessible option to reorder.

Reordering throughout Sakai isn't consistent either, so some work could be done to address all of the implementations.

Separate Jira issues can be created to address these concerns.

Should this functionality be listed on users Overview tool?  Some institutions may not want students to be able to be able to customize or remove widgets from that tool.

I have submitted a fix for SAK-40643.

Thanks for created those JIRA issues. I've fixed the issues in but I think should wait in case there are other styling issues that could be addressed at the same time as the Manage Overview button.

The Core team suggested I create separate Jira issues about the bugs that I've identified, so a PR can be submitted to each of them individually.
