Manage Overview link isn't consistent with other page links

Description

The new Manage Overview link that appears on sites' Overview pages (that was introduced in SAK-520) is not structured or designed to match the other page links in that area.

made the pages consistent, including the Help and Link links in the top right corner. does not conform to the same structure and design as these links, which it should for consistency.

I have submitted a fix. My fix simplifies the implementation and standardizes the look to be consistent with the related buttons.

Unfortunately, I wasn't able to restructure the markup to be more semantic, so I just focused on the styles.
