We encountered this problem while using a JAWS 18.0 screen reader in internet explorer. After a user submits a test or quiz they are taken to a submission confirmation page. This page is either not read by JAWS, or the user is taken to the bottom of the screen and has to go cycle through to find the required submission button ("Submit for grading").
Steps
*1.* After finishing a test or quiz, and clicking the “submit for grading” button on the page of the last question *2.* You will be brought to the submission confirmation page *3.* When using JAWS, one of two things usually happens. Either the confirmation page isn’t read at all, and the user cannot interact with anything on the page. Or the user is taken to the bottom of the page, and has to cycle through to get to the correct text.
I don’t believe this is still an issue. I have been doing a lot of work in Tests & Quizzes lately (mostly on 23.X) using JAWS+Chrome, and haven’t encountered any problems with the confirmation/submission page when completing an Assessment as a Student. Plus, this specifically references Internet Explorer which is no longer a supported browser so there isn’t even any way to recreate this issue.

is this still a problem in current versions of Sakai?
