Unable to leave default grading logic settings - Negative Marking is enabled automatically

Description

Multiple Choice questions have radio button options Enable Negative Marking and Enable Partial Credit. Both are left empty by default, so question would be graded using default grading logic. Saving a question without selecting either radio button, and then returning to edit the question shows the Enable Negative Marking radio button selected.

To Reproduce:

  1. Create an assessment

  2. Insert a Multiple Choice question

  3. Fill out required fields, do not enable Negative Marking or Partial Credit

  4. Click Save

  5. Click Edit next to the question - note Negative Marking is now enabled

Incorporated at some point as behavior no longer occurs. Likely from SAK-44280.

Definitely annoying in 11.  Needs testing in 12.

Also need to verify functionality of *Reset to Default Grading Logic* link (make sure it defaults to not have negative marking OR partial credit enabled).
