Feature requests needing consideration for Sakai 20

Description
This is a task jira to just keep track of any features out there with attached patches, or as part of a funded project, that are highly desirable for inclusion in the Sakai 20 release. Please link and add comments for why it should be included. We'll discuss these at Release Team call (date here) , so attach them by (date here). Then we'll figure out what it will take to get any outstanding ones merged in.
Notes:
This is not for patches ALREADY merged into trunk, because they already will be in the release
This is not for features you hope to get into Sakai 20 but for which there is no development effort. Perhaps a later version for those ideas.
I think this Jira can be closed now, reopen in case.

I updated the description to remove references to past releases and list "20" instead. I also removed the link to the Sakai 11 straw person doc. I don't see a Sakai 21 straw person doc, else I would have replaced the link.
If someone wants to future-proof this ticket for duplication for later releases, replace "Sakai 20 release" with "this release" and rely on the ticket title and "affects versions" details to identify the release numbers.
