Special rank doesn't work when user has not a messages tool permission

Description

To reproduce:

  • Remove the "msg.permissions.allowToField.allParticipants" permission from the instructor role on a site.

  • As instructor, go to Forums tool on the previous site.

  • Click on Ranks/Add Rank.

  • Select "Special rank assigned to selected site member(s)" option and click on "Add Individuals...".

Nothing happens.

The "msg.permissions.allowToField.allParticipants" permission is used to allow the 'All Participants' option in the "To" field of messages tool.

Verified on Sakai 10.5-RC02 qa server as well.
