Integrate the ScoringAgent API into Site Info to enable support with iRubric

Description

In SAK-23717, a new ScoringAgent API was introduced in edu-services to allow tools to integrate with a scoring service (iRubric in particular) without using patches or including third party code.

Currently, iRubric supplies a patch to allow the option to include attached rubrics when using Duplicate Site. This patch has been refactored to utilize the scoring-service work to make their integration generic. I have attached a patch with this work.

Note, this cannot be committed until https://sakaiproject.atlassian.net/browse/SAK-26203#icft=SAK-26203 (scoring-service API additions) has been added.
