Integrate the ScoringAgent API into Assignments to enable support with iRubric

Description

In SAK-23717, a new ScoringAgent API was introduced in edu-services to allow tools to integrate with a scoring service (iRubric in particular) without using patches or including third party code.

Currently, iRubric supplies a patch to integrate with the Assignments tool. This patch has been refactored to utilize the scoring-service work to make their integration generic. I have attached a patch with this work.

Note, this cannot be committed until (scoring-service API additions) has been added.
