The LTI admin tool is missing options for some user-defined parameters

Description

The LTI Admin Tool configuration UI for Tools "Available in System" need to add checkboxes and "allow fields" in the data model allow launch, tooltitle, pagetitle, secret, and key.

This makes the administrator capabilities consistent with the Basic LTI (sakai.basiclti) portlet.

watch for allow settings which are of BigDecimal type, so that the lti tool edit page should show right settings from db (Revision 119519)
