basic lti tool is added with default "Web Portlet" tool title from Site Info

Description

This is related to SAK-22108, where the Basic LTI tools can be added through the Site Info tool picker page.

User can type in the Tools title for the new tool instance. The tool is added successfully with the tool title specified shown in the left menu bar area. However, when the user launches the tool, he sees the title in the iframe still showing "<site_id>:Web Portlet".

Need to make the tool iframe title the same as the tool title shown in the left menu list.
