Add password policy control to the New Account tool

Description

Add configuration to the New Account tool to verify that users choose passwords with sufficient entropy (ie. setting your password to 'a' has insufficient entropy)

You're right, experimental had the necessary settings. Looks good to me.

I think I turned it on for experimental - http://nightly2.sakaiproject.org:8085/portal ?

If not, can you please tell me the property and setting you wish to try?

Another way to test, is to download locally. I recommend using mvn clean install -Dmaven.test.skip=true -Ppack-demo . Very quick and you can then control the properties easily.

I believe the default setting is to have the password strength check turned off, but we need to test it. Can it be turned on for trunk?

I cannot tell if we should flip the switch verified or if additional testing is needed?
