Add ability to Hide the top level Resources Folder

Description
In many cases faculty want to "hide" all of their folders in resources. This is particularly necessary given that if you remove global "read" permissions for Resources in 2.5 then the files cannot be "seen" but students if linked to in other tools. When you go to "Edit Details" for the top level resources folder for the course site there is no option to "hide" it. Having such an option would allow them to hide their folders without having to hide each folder one at a time.
This feature seems to duplicate the Tool Order lock functionality, which probably wasn't an option at the time of this ticket. However, having the hide option at the top level is consistent with other folders in Resources, so we think this functionality is positive. Thanks.

Could this be a UI thing that it creates confusing UIs when someone without the ability view hidden files tries to look at the list of resources?

So the code here looks like in the vm with the model.isSiteCollection block which has been in place since 2007. I'm not entirely sure why hiding the top level folder was never allowed and it looks like this ticket doesn't really mention it either. I believe it should work fine especially seeing it's auto changed around now when you show/hide the tool and not possible to override.
