The content of the Àlição.txt file, when downloaded from JIRA, is "Apache Tomcat/5.5.20 - Error report". I suggest removing this file from the JIRA ticket, since it is misleading, and re-assign this to QA and/or close.

Ok, thanks for the clarification.
We had hoped to get some relief from the problem of instructors using, say, Chinese or Japanese characters in the names of files they want to upload to Sakai.
It's starting to sound like the larger issue beyond anyone's control here is that Windows NTFS uses UTF-16.
So maybe we just need to get the foreign language folks to go back to using Macintoshes [ HFS uses UTF-8 apparently (?)].

Yes, I think the original issue with the Àlição.txt file, which is still a problem, was moved to a different ticket.

Or is this the wrong file for testing? Is that what Beth was saying [above]?
When the attached file is uploaded to Resources, and then opened by clicking on its title in Resoures, some of the characters are not showing up properly.
