Character encoding - error when uploading or creating text and html files from Resources tool

Description

When you create or upload a text or html files, special characters are not supported. This was solved for the previous version (I sent the path to Jim then).

[Bulk Comment] The Target Version for this issues is being reset to Unknown, as though this issue currently has 2.5.0 listed as a Target Version, it is not likely that further work will be incorporated into the 2.5.0 release at this point, and this issue is still Unresolved. Please update the Target Version when you have a new estimate of when the issue is likely to be addressed.

Can you supply some more details? Is this the same as SAK-1357? I haven't seen a problem uploading or displaying files, just editing them.
Please supply the files as attachments or list the particular characters that are causing problems if this is different than 1357
