Instructors should be able to Test Drive an assessment before it is published.

Description

Test Center's Test Drive functionality exists to allow an instructor to verify an assessment's setup prior to students taking the assessment. Instructors should be able to test drive prior to publishing. Currently the instructor can only test drive once an assessment has been published. This is logical flow to an instructor:

Create assessment
Set timing options, etc.
Test drive to confirm these things
Publish

A massive high-five to Zhen, who determined that this is only occurs for Admin users. The code checks to see that a user has mneme.manage, but does not have mneme.submit before allowing a user to test drive an assessment. Admin users have both permissions, whereas owners, instructors, assistants and affiliates have mneme.manage, but not mneme.submit.

Therefore, this should not be occurring for instructors, only for admins. I will close the ticket, pending any other reported cases.
