Build link to Sakai tool.css correctly

Description

The SCORM tool doesn't prepend the neo prefix. This causes problems where the tool picks up the default skin and not your new neo skin.

SAK-21890 provides the solution; .patch attached

The patch committed is not correct.

Tools should not check for the neo- prefix.
