Resources should allow user to define permissions at folder level

Description

Assumes that Resources is group/section aware
Goals:
Instructors can define whether a specific role/group/section has access to the items contained with a subfolder of a site
Instructors can give a specific role/group/section permission to add new items to a subfolder of a site without granting this role/group/section access to the entire site's resources

The instructor or maintainer of a worksite will have the ability to set permissions for individual folders and files within resources. For example, an instructor could restrict (hide) a folder in Resources until he is ready to make it available to students. The instructor would do:
-Resources
-Click "Folder Permissions" next to the desired sub folder
-Unclick the checkbox next to Student and under "read" (currently this is checked by default and cannot be altered when read is allowed at the site level)

The current design of requiring instructors to turn off read permissions at the site level to prevent read access to subfolders is undesirable as it is more likely that instructors will want to turn off access to individual folders & files while leaving the majority of documents as read access.
