Announcements default view should show most recent at top

  • default sort should show newest on top (current default is chronological); newest posts should be prioritized at top of list, not bottom

The patch does not apply cleanly, and it appears that the announcements sort by modification date in the current trunk version of announcements

Tried applying changes but knew too little about the code base to apply the patch by hand. 2/4 code changes failed to apply. Will circle back later and try again once I come up to speed.

Attached a patch that will place the most recent announcement at top - that is, list is sorted by Modification Date instead of Creation Date.

Recently changed announcements should be at top.
Currently, they are always shown by creation date (and not modified date order) so, if you update an existing announcement, you should want it to show at top.
