Portal: Enter Student View - serious aXe issue

Description

Running the aXe Dev Tools on any page with “Enter Student View” displays a serious issue.

Screenshots from 23x, but I checked 25x and they are there also.

this depends on https://sakaiproject.atlassian.net/browse/SAK-51017 which is not in 23.x, so removing the 23 status.

The Enter Student View is what the axe tool highlighted. Verified it is no longer an issue:
