Portal-Navigation: When loading a different tool in the same site, the navigation has to rearrange itself a couple of times

Is the current site expected to be positioned right below Home? Or do you simply want to remove this feature?
Shifting the view only to the current site might cause confusion, as it could give the impression that there’s nothing else above. Spanish universities discussed this and agreed that the open site should be placed at the top (though keeping Home in the first position is a good idea).
Another idea is to create an additional section. Currently, we have Home, Pinned, and Recent. It could instead be Home, Current, Pinned, and Recent.
What do you think the desired behavior should be?

I’m not a fan of the Home site moving around in the left nav. I think it should stay fixed to the top of the left nav and just collapse when another site is opened. We did some UX testing on this before 23 came out and several test participants reported that changing the order of sites in the left nav was unexpected and a little confusing. I don’t mind reorienting the left nav to automatically scroll down a bit so the currently selected site displays at the top, but scrolling back up should still reveal the Home site above it. Keeping Home in the top left all of the time gives a better sense of stability to the interface. When the Home site appears to jump around, it looks a bit clumsy.

The new portal looks really nice, but there seems to be a little glitch when loading a tool in the same site.
When a site is open, the Home link is below the open site, and when clicking any other tool in the same site, the navigation makes a couple of adjustments:
The Home link temporarily moves above the opened site as the navigation refreshes
Then Home moves below the opened site again and the tool page is opened
Do you have any thoughts on this?
