Wiki: Allow instructors to see all groups even if they're not in the group

In both an official site and a manually-created site, the instructor does not have any groups listed when trying to assign the Wiki page to groups if the instructor is not part of that group.

Instructors shouldn’t need to be part of a group - they should be able to see all groups in their site.
