When you have an assignment that is graded using a rubric, you can opt to simply enter a score in the points field without using the rubric. This is having inconsistent locking behavior.
On 22.x, using Grader or Classic, entering a score without using the rubric does not lock the rubric
On 23.x and Trunk, if you enter a score without using the rubric using CLASSIC grader, the rubric does not lock
On 23.x and Trunk, if you enter a score without using the rubric using SAKAI GRADER, the rubric is locked.
I would argue that the behavior should be consistent, and that if a rubric is associated with an assignment, but that assignment is graded without selecting any ratings, entering any criterion points, or entering criterion comments, that it shouldn’t be considered an evaluation using the rubric, and the rubric should remain unlocked.
