I’m going to set this as verified for 22x based on Christina’s comment that the ability to edit a locked rubric is not available for 22x.

the ability to edit text in a locked rubric was introduced in 23 and isn't in 22, so that sounds like the expected behavior

The unlocked/locked part is working as it was in my previous testing, but it is still not possible to edit the text in a locked rubric.

Assignments: after grading with a rubric, it is locked and cannot be edited. Checked Jenkins and the build with this Jira failed:
I also saw an error when creating a rubric: SAK-49638

Verified on 23x: https://qa23-maria.nightly.sakaiproject.org/, build: 7cfcbd71 and saw the same issue as Christina with T&Q, updated that Jira’s affects version

If a rubric is linked to an assignment, test question or GB item, and then un-linked from that item, it should unlock and be editable again. Currently, it appears to be remaining locked.
This is not affecting 21.
