Grader: If a comment and private feedback have been added, and the comment is then removed, the remove link for private feedback disappears

If the instructor adds a comment and a private note, saves, then opens the grader again, both the feedback comment and the privates notes have a remove link. If the instructor clicks to remove the feedback comment, the link to remove the private note also disappears.
