Add the ability to choose site template and LTI role mapping for each tenant on incoming launches

Description

Add the ability to select default site template on a SakaiPlus tenant-by-tenant basis, also support incoming role mapping from LTI roles to the Sakai roles in the template. Write documentation for this.

I can verify that using the default (by leaving the fields blank in Plus Admin) for the template and roles, there is a template applied and the roles are coming across, (instructor, TA, student), 24x: https://trunk-maria.nightly.sakaiproject.org/, build: bca5c35b

I think a dev needs to test further, past the simple testing I’ve done, in order to verify this Jira.
